IT as a enabler

what is meant by IT department has to act as a enabler to business, how can IT department can enable business, please elaborate, 

business gives the requirement and IT department implements it, then what is meant by IT dept should enable business

IT as an enabler means that technical developments are being monitored by IT in order to look for impact to the business. This should be complementary to your example of IT implementing the business requirements.
There are many examples of business in every industry that have been reinventing themselves infused by technical developments. In the end it should not be one or the other but corporate and IT governance should facilitate an ongoing discussion between IT and business on how to apply new technologies to the business model.
Examples include mobile banking, applications of Internet of Things, artificial intelligence, etc.

Though I am writing to you after sometime of your post. I think IT department can act as enabler in two major ways; firstly to enhance current IT function interms of performance and user satisfaction and to rach current IT goals, secondly to use current technology to add new channels(driven by IT such as cloud, IOT etc..) to the business.
