Governace, CoEs, and Shared Services

Hello all,

I'm working on an IT Governance Transformation in a large organization with multiples lines of business with different agency verticals.

IT has been positioned as a shared service provider of IT services, but we are also seeing 'organic' CoEs being established locally - without the purview of the IT Governance Framework.

Does anyone have experience 'managing' the creation of CoEs - or being able to concisely distinguish a shared service approach vs a CoE.

Old school thinking  migh suggest shared services are geared to delivering operational excellence but lack the processes to continually mature and refine the specific capability being delivered. (I don't necessarily agree).

Without a mature ITIL framework (mostly Service Strategy, Design, and Transition) what is the best way to position CoEs in an organization with a shared service philosophy?
