Before? Y/N ... IT governance is an important component of Enterprise Governance so it should be designed in the meanwhile.  In the 4th transformation time, IT is a strategic partner for the Company, not a commodity to adapt ... anyway seen that we are talking about the implementation phase, this is the correct sequence and the right context. We could use CobiT5 Goals Cascade for better implementation.

I believe IT Governance drives and play a vital role towards Enterprise Governance. There's an ideal way and then there's a realistic way; Realistically, Organizations and Enterprises consider that COBIT 5.0, Val IT, and other governance frameworks are for IT only and therefore they don't focus much on this. However, this is not absolutely correct. With this mindset, I think and I believe IT should take the prime responsibility to drive Governance, starting from IT and then you can include other business departments and entities across the Enterprise to extend the Governance practices. Yes, COBIT 5 Goals Cascade will play a major role in driving the Governance approach. Hope this satisfies.
