Governance

As a matter of discourse. I have observed the lack of corporate governance (in practice) in Nigeria has adversely impacted the proffession. We are inundated with stories of corporate scandals left right and center (our own enrons and worldcoms.) and i cant help but ask myself, ....most of this are perpetuated one way or the other via manipulations of Information Systems. If Security/IS Audit proffesionals are empowered to (and are actually performing thier roles) should these be possible.?
Oftentimes i have seen IS Audit/Security roles emasculated such that the reporting line makes nonsense of the role (i.e reporting to someone whose activities you monitor/report on). Security proffesionals have been relegated to technical whiz kids (addressing the technicalities) of security implementations and left out of the strategic/decision making roles/responsibilites.
These may not be unique to Nigeria and may be common to other developing countries/economies, i will therefore appreciate feedback from members in/from developing countries who are going through different stages of corporate Mismanagement as a result of the ongoing development.
Are my opinions reflective of JUST  the places i have worked and the roles i have occupied or is this a "norm"? i ask this so i may reorrient myself if necessary. Welcome your comments.
