Authored by Thomas J. Karol , this Guide introduces a Cross-Border Privacy Impact Assessment model that an organization can use in addressing cross-border privacy operations, systems and regulatory issues. The Privacy Impact Assessment proposes Principles and questions for assessing the impact of national and cross-border collection, use and disclosure of "Personally Identifiable Information" that may be subject to privacy regulation. There is no global definition of which private or personal data may be subject to regulation. This Guide will use "Personally Identifiable Information" as the term to encompass all of the private data, personal data, and other information relating to an identified or identifiable individual that may be relevant to the organization.
These Principles offered in this Guide are a summation by the author of national and international privacy principles. These Principles have no legal or regulatory status and are offered as a modest proposal for organizations to begin their own analysis of their requirements for Personally Identifiable Information protections. It is not offered or intended as professional advice.
